I would love nothing more than for someone give up the info. I need to sit an E36 like this:

http://i7.photobucket.com/albums/y275/kreature666/bmw.jpg

I'm guessing:
-Sport Cup Kit? (Lowering in Inch- Front: 2.1 Rear: 1.7)
-19" staggered wheels? (Beyern Mesh 19"?)

NEED TO KNOW:
-1. offset (i.e. Front-ET45, 19x8.5? Rear-ET38, 19x9?)
-2. tire setup (i.e. Front-235/35/19? Rear-255/35/19?)
-3. camber adjustment? rolling fenders?

Any legitimate suggestions would be appreciated, thank you.

Looks to be coilovers or H&R Race Springs.

Probably going to have to roll the fenders. I doubt any need to pull them. I bet it is 225 Front and 245 Rear. ET40is front and ET38ish rear. Probably 19x8 Front and 19x9 rear? Something in that ballpark should work.

Considering it has what appears to be an Eibach sticker on the window, the car is probably on Eibach Sportline springs or Eibach coilovers.

You can use any coilover system to achieve the "look". Obviously, I would like for you to consider the TC Kline True Match System. I am sorry, I do not know the wheel deal. But, If you find some wheels, I can help with offset recommendations a little bit. pete@tcklinerecing.com
