idk, i think those are sick, but if I had to chose between the colors of the e39 m5 rims I'd prob pick the silver. Still, is it true these fit on an e34 w.o like rings or anything? That would be sick, and how much can I pick up a set for, like 300 a pop?

You will need rings with these.
I have seen them go for anywhere between $300-$900 a set

When I was in the market for wheels, I almost picked up a set of these for $450 on CL with tires, but I decided I didn't like them enough to do that. I'm tight with my money.

Yup, I've seen it on realoem.com PDC is much more common in Germany, where tapping someone's bumper is considered an accident. Leaving the scene without leaving a note or waiting for the other car's owner is considered hit and run and will land you in jail.
Damn I miss Germany!

I heard that if you make an obscene hand gesture it can also get you a citation in De.. like making a circle bringing the tips of your thumb and index finger together indicating anal sphincter.... can I say that here?

I've seen plenty of "absurd" hand gestures in Germany while driving there...

Yup, it's a law. It's hard to get caught, but it's a law.
You will get caught if you hit someones car and leave. Someone else will write down your license plate number and give it to the owner of the car that was hit. My wife came back to our car once to find a kid in a Smart Car babbling about something, pointing at our bumper which now had a little scratch on it. She waved him off and let him go, much to his relief. We had scratched the bumper ourselves plenty trying to park in Italy.
