Is it possible? Or does the chrome HAVE to be stripped first?

nah u can pcoat over chrome. MAY need to rough it up a TAD bit. as for painting, you will have a hard time making it stick without some sanding first

So long as the chrome doesnt peel or crack it shouldnt be a problem.
Most wheel refinnishers will do powder over chrome but will not guarantee. If your chrome is peeling you are wasting your time and money. I have found it cost prohibitive to remove the chrome. If you find a shop to remove it with a gurantee it's gona cost you more than most wheels are worth, GH

Have it powdercoated a translucent color over the chrome. I've done this in my shop with great results.

best thing to do with chrome is use ans Adhesion promoter Duplicolor sells this.

but if chrome is failing and peeling up it will continue doing this with the new finish on top and ruin the look. Good chrome is a great base for powdercoating and candy colors look incredible over real chrome

If you are going to paint them without stripping the chrome, I would suggest you coat the wheels with an adhesion promoter, as DEFKON99 mentioned. In reference to your question as to whether it is possible, yes, it is, as I've seen a few chrome wheels spray painted with pretty good results. I've never done it myself, but if I did, I'd be more worried about how long the paint would last on there, rather than whether it would stick or not.
