Unpainted hood question

After replacing my front end due to a minor accident, my car has been sitting in my driveway for the winter. The hood has rusted quite a bit, but I'm sure it's just a thin layer b/c I tested a small area. the greyish surface of the hood is under there. So my question is, can this hood still be painted since its just a outer layer of rust? I figured it'd be ok since the paint shop will sand it down before painting.
