Someone else had this problem with their High beams staying on all the time. they had to disconnect it to keep the battery from draining.
I think the outcome was a new LCM (light control module?) there are a few relays you can check first that may be stuck. someone should chime in about this.

The right side high beam stays on even with the ignition off. The only way to turn it off that I can see is to unplug it.

Go to bimmerfest and search:
Infineon BTS426L1
Basically you need 2 chips to repair.
