Could be a bad sender to the gauge.
Do you get heat?

to check thermostat when the car is cold turn it on, after 5 minutes the upper radiator hose should be warm/hot and the lower cold. If both hot, the thermostat is bad, its open.

99% sure its your thermostat. The car should warm up after 5 minutes of use, and the needle in "normal operating temp" should be middle, just to the left. It should never stay cold.
Pretty easy fix and straightforward. Have you done a waterpump yet? If not, make a day of it and do the waterpump, thermostat, t-stat housing (if its plastic, replace, and I recommend going to aluminum), upper/lower hoses, and call it a day. Remember to bleed the system afterwards.
