i have noticed that as the weather has been getting colder that my mpg's are continually dropping? is this common?

But yeah, cold air needs more fuel to run at defined air:fuel ratios.

I track my mileage and get a 5-10% reduction in gas mileage on my 10 mile suburban commute when the temperature drops. I believe it is mostly due to a longer warm-up cycle.

Weird, my MPG went down dramatically from 19-20mpg city to easily 16-17mpg city ever since it got colder.
I always thought i just needed a winter tune up or something...

Depending on where you live, it can be chalked up to the detergents that are put into the fuel to help it burn cleaner in the winter, which definitely affects gas economy. Also, because premium has a higher octane count (and this WILL sound weird) it burns cooler. Which can also affect economy when it's really cold. I run premium in the summer and in the winter, I switch to mid grade because it has less octane which causes it to burn hotter. Now some will bash this theory. But that's fine. I've been doing this for years on multiple vehicles and have played with it a lot. It works. :shifty
