How can I safely buy a part from a member via paypal?

you send them money with it, or just use a old fashioned money order. You take risks with everything, especially on USED parts. Unless it was misadvertised or the wrong part, refunds shouldnt be allowed unless the person owns their own parts business.
If someone that say buys a cylinder head and didnt want to pay for an inspection, its a loss, and buyer ALWAYS pays return shipping.

As far as the part, you just gotta trust if THEY send you a part. Fedex, DHL, and UPS offer tracking numbers, i usually dont give the tracking number unless they want it since im obviously not a scammer, nor do i have anything to gain by doing so.
Ive only had things through the post office when i didnt put tracking or insurance on something get lost, but thats for small 20 dollar items.

As far as payment, If they send you a paypal (assuming this means you dont have an account, you open an account and they send money and thats that).
You can get the paypal debit card which gives you INSTANT access to the money they send, i love it because i use paypal solely for shipping, gas, and parts so i can keep tabs on balance easily, and you can use it anywhere like a credit card and pull money out of your paypal account for around 3 bucks.

If you dont have a paypal account, it takes i think like a week to get verified through your bank or credit card. I signed up like in 2003 so i cant remember how long, but most people wont do business unless you have paypal, makes sense but im old fashioned.

I will actually cover return shipping if it was a problem on my end. If it's a problem on the customer's end, I'll let them pay me for the return shipping, using my discount, and making it simple for them (simply print label from pdf file and drop off).

There is nothing you can do to make sure a seller actually sends you the part that you purchase, but there are ways to be more sure they will follow through. Paying with Paypal is probably the safest way to buy something through the forums, google checkout is probably just as safe, if not safer, but not many people use it. If you can prove that you didn't receive your items, it's really easy to file disputes through both those venues, or even with your CC company if you used a CC.

Other than that, look and balance out the following things:
- Sellers iTrader rating if they have any
- Post count
- Registration date
- Posting history if you still need more info

Obviously supporting vendors on the site are pretty trustworthy. Also members with high posts counts and old reg dates are less likely to give up their accounts in order to rip people off for a small amount of money. New members selling a LOT of cheap things way under market price, or one or two very expensive items are a big red flag.
