Hey I was just in Harrisburg, I'm building a shopping center there. Nice little area.
Check this out:

Says you have a couple other options if you can't get the tracing. Still a PITA though.

Yeah there is a raised lettering of the VIN on the passenger side strut column under the hood.

Do they require that of every vehicle that's registered in PA, or was your car totalled in the past?

This required of New resident cars being registered in PA..
New Residents
The state requires you to register your vehicle within 20 days of moving to Pennsylvania. You must do this in person at any Driver and Vehicle Service Center (http://www.dmv.org/loading-page.php?mainnav_id=48&stateid=38&state=§ion=Car+Registration&url=http%3A%2F%2Fwww.dot4.state.pa.us%2Flocator%2F locator.jsp%23top%3F20060607184647828%3D2006060718 4647828) location and bring with you:
Your vehicle's title.
Proof of Pennsylvania car insurance (http://www.dmv.org/pa-pennsylvania/car-insurance.php).
Form MV-1, completed. This cannot be downloaded, so you'll need to pick it up when you arrive at the Driver License Center.
A vehicle identification number (VIN) tracing. Or have the VIN verified by an inspection mechanic or a notary.
If the vehicle is leased, your leasing company must submit an Application for Lessee Information (http://www.dmv.org/loading-page.php?mainnav_id=48&stateid=38&state=§ion=Car+Registration&url=http%3A%2F%2Fwww.dmv.state.pa.us%2Fpdotforms%2 Fmv_forms%2Fmv-1l.pdf).
A check or money order for $36.

A vehicle identification number (VIN) tracing. Or have the VIN verified by an inspection mechanic or a notary. What you really want to do is go to Brimmer Service. Google map it, easy to find, they are all over. Yo walk in with the documentation, they enter a few things in the computer, they walk outside and verify the VIN, and give you the reg and plates and stickers for the plates tight there. It's actually very easy. The DMV in PA actually has nothing to do with plates or registration.

Edit: One plate. We're a good one-plate state. No fugly front lic. plate
