one reason it could be better is because you have less sidewall, so when you take a turn there is less rubber to slant
so on my stock 16's when i turn the sidewall is like / /
but when i got my 18's with a stiffer tire and less sidewall its more like l l
slightly better handling?

If you're talking about pure function, there's a balance on every car where the handling benefits will not outweigh the extra weight of the wheel itself.
So, no, bigger wheels does not mean better performance.
