I just purchased konis front and rear that came with 95' strut mounts. My question is he told me these will work with my 99' and give me a better camber, will this indeed work? He said I will need 95' spring hats or pads, does this mean I buy springs for a 95' as well, or do I buy 99' springs for my car and maybe not need 95' spring hats? Someone explain. Also, I am going to do H&R race with these konis and I have 245/40/17 all around on Kosei k1, will I need a spacer?

Too many questions. 95 mounts are not an improvement for 96+, any M3 spring can be used on any m3 year using right hats in rear, spacer use depends on offset and possible roll.

Ok...
Spring hats. If you are buying springs, then get the 99's. You can use the spring hats you have now. But the spring hat has nothing to do with how the car handles. They just hold the springs, hence the name..
If you are thinking strut mounts, the part the determines CAMBER, well, the 96+ are offset, and swapping them L-R will give you a lot more negative camber. Way too much for a street car, unless you are driving the Dragon every day...
H&R race springs... Nope... Not enough spring rate for the drop... Not a good choice. The E36 is pretty limited in the suspension travel, especially in front. with that drop of the race springs like -2.2 inches, you are really going to need some high rate springs just to support the car, and the H&R's, just don't have it. Again, my opinion, I could be wrong. (I'm not...)

and will this negativ camber kill my tires or what will come of it. bc 96+ strut mounts are a lot more expensive online

No, the 95 strut bearings only add a bit of camber over the 96+ (non swapped!), and really it's too much toe that kills tires, not camber. The springs are different between 95 and 96+ but the struts are the same. You need to pair the top spring plates (hats?) with the springs of the same year ... so in your case, you have a 99, so you'll need 96+ springs if you order new one.
Also, +1 on the shittyness of H&R race springs. Eibach makes a good sport spring.

so swapping the strut mounts from side to side gives u more camber in front? am i understanding that correctly? i have a 99 M3 so i already have these strut mounts.

im putting eibach springs on my car at the end of the month, if i swapped mounts from side to side would this create too much camber with the drop?
IMO yes, depends on how much is too much for you.

i was recommended no more than -3 degrees.

Swapped hats will get you about -2.6ish camber. However, not a single one of these cars is perfectly straight, which means that your L and R camber settings will probably not be very close.
Only way to fix that is camber plates.
Oh and btw: 95 strut mounts will yield roughly -1.6ish camber. This is an IDEAL setting for the street.

This is also what I was told from the seller. I figure this will be fine
