The vast majority of those things are to feed the intake or intercooler on a mid-engined vehicle. They need to be pretty high to get into the airstream, much higher than in this picture. On this vehicle: no

Some, are tacked on functionless ricer mods. On this vehicle: yep

The scoop on top of the car is the rally style scoop to cool the cabin of the car. As you can see there is no need since that ugly piece still has the a/c
On a midengined car the purpose is for intake
