thats impossible. you would need a new wheel. if your wheels were like et40, you would need a 2mm spacer to make it et38. i think your confused. the lower the et, the more spaced out a wheel is.

you can shave 3 mm off the inside of the wheel hub thingy, forget what its called, seen it done before

You must be real close if you are worried about 3mm. Thats about 1/8 of an inch. A CD case is about the thickness you are looking at. GH

It's actually about 1/10th of an inch. It should be negligible.
