What is the tire hub size for a 1999 323i?

I think all 5 lug BMW wheels are 5X120mm and I think all have the same hub except the E39 M5. I'm not 100% sure about the hub thing though. Your offset should be close to 40mm give or take a little.

Also if you're interested Corvette wheels fit on BMWs, the offsets are different but the lug bolt holes are the same.

All E39s have different hub sizes. 74.1mm vs. 72.56mm for most other models.

~ 35-46mm wheels should fit your car, depending on size.
