Here are my results for the second smog test.
HC---276 (85 max)
CO---0.53 (0.50 max)
NO---2587 (695 max)

Before the test, I changed my plugs to bosch FR-7-LDC, new maganaflow cats, and a new o2 sensor. What can be wrong?

I forgot to mention that these numbers are based at the 15 mph testing, the 25 mph was fine.

Same here... It seems to be that you are running rich.
Here are some of the common problems:

Cat's - not hot enough
O2 sensor - dirty, or just out
Coils - misfiring
ICV (idle control valve) - if dirty it'll get stuck way too open and give you higher readings
Injectors - clogged
Plugs
Fuel Pressure Regulator (last but not least) - if broken you will be pumping way too much fuel and running rich (double check on this)

Check on whatever you have not checked yet. Before you smog again make sure you warm up the car all the way, and beat it up on the freeway for a while. Don't let it seat while waiting to be smogged, keep the engine on around 2000rpm. I heard changing the oil can make a difference, and I also heard that if you run half fuel and half denatured alcohol it will lower your readings, but you may wanna do this at your own risk. Let me know if you have any questions.
