High Beams on constantly and switch no acting correctly

Hey Guys, I have an 01 525i. Just a couple days ago my high beams came on and won't go off. At least not like they're supposed to. So here's what it does

Key off HL switch off - No lights
Key off HL switch on - Tail lights, fog lights, cluster lights, no headlights, operating the high beam switch has no effect
Key on HL switch off - High Beams only, put High Beam switch in the on position and they dim to the daytime running light brightness
Key on HL switch in fog position - High Beams, Fog Lights, tail lights, cluster lights, put High Beam switch in the on position and they dim to the daytime running light brightness
Key on HL switch on - Low beams, High beams, tail lights, cluster lights, operating high beam switch has no effect except to make them blink for half a second
Turn signals, emergency flashers and brake lights work normally with no adverse effects due to high beam problem

After searching this forum and Google I've narrowed it down to 2 possibilities. Either the LCM or the high beam/turn signal switch.

Anyone have any insight? Stumped again
