Currently running 17x9 et25 with 245/40 tires all around. The front rubs the fender liner at full turn like going into a parking spot and the rears rub the fenders themselves when cornering hard. I've replaced all the suspension with oem replacement. My question is would running the same tires on an 8" wide wheel with a higher offset resolve this or can I run a smaller tire (215/40/17) I know it will look stretched but I really like my wheels. I don't want to pull the fenders if I can help it.
245/40 on a 17x9 is perfect. Don't run 215/40, way too small of a diameter.
If you like your wheels why would changing to an 8" wide wheel be an option?
I would definitely, 100% have your fenders rolled professionally. It will be the cheapest option and if you're only rubbing at full lock or hard cornering then rolling would solve this.
Some negative camber can also help. I agree with not running the 215 tires. You could try a 235/40R17 and the negative camber.
If I can help let me know.
