Servicing Question/Which Dealer?

I currently drive a 2014 650xi Gran Coupe and I am thoroughly disgusted with the service department at the dealership where I purchased the vehicle. There is another dealership fairly close by that I would like to try out, but I have a couple of questions.....

• Does the "new" dealer have access previous service records online or are they only available at the "old" dealer?
• I purchased an optional third-party tire insurance policy offered by the dealership at the time I leased the car. If I need to use the policy, e.g. got a flat tire, does it matter if I bring the car to a different dealer for a new tire? Can any dealer put in a claim under that policy?

The new dealer has access to records performed in your car at the old dealer. The tire warranty is valid wherever you car unless expressly prohibited by the contact.
